Australia proudly champions an international rules-based order, where nations hold one another to account to ensure basic human rights are met throughout the world.

Bilateral trade is one of the most powerful diplomatic languages, and a key tool for upholding human rights. Australia currently implements sanctions against at least seven countries because of their breaches of human rights or their occupations of others land. The European Union includes a human rights clause in all their bilateral agreements, ensuring trade can never override human rights concerns.

I am very concerned that the Australian Government is considering a Free Trade Agreement with Israel.  Israel’s conduct is currently under investigation by the International Criminal Court for its actions towards Palestinians, including its assaults on Gaza, and its military occupation and illegal settlements that are continuously stealing Palestinian land.  The UN Security Council in 2016 demanded that Israel cease expanding their illegal settlements, however Israel has instead accelerated expansion, including in occupied East Jerusalem.

I understand that DFAT has undertaken a feasibility study into expanding trade and investment with Israel, and that the majority of public submissions oppose a free trade agreement.  The groups expressing concern include Jewish, Palestinian and human rights groups who want to ensure Australia is not complicit in Israel’s human rights violations and international crimes.

I support the petition signed by 22,000 Australians that has just been tabled in the Australian Parliament, calling for sanctions on Israel until it complies with international law.

We particularly need to ensure Australia meets its obligations under UN Security Council resolution 2334 which calls on all member states to ensure that dealings with settlements are clearly distinguished from dealings with the State of Israel.

For Australia to reward Israel with a Free Trade Agreement would be an insult not only to Palestinians, but to the fundamental principles of a rules-based order.  Israel is a minor trading partner with Australia, and if it wants to boost trade, Israel must first respect human rights and international law.
