I am writing today to express serious concern over the announcement yesterday by Prime Minister Albanese to adopt the Special Envoy’s Plan to Combat Antisemitism in its entirety. This is a profound threat to Australian democracy, civil liberties, and the right to peaceful protest. It is also a targeted attack on Palestinians, the broader Arab and Islamic community and the millions of Australians who have stood peacefully against genocide for the past two years.

The Special Envoy’s Plan to Combat Antisemitism is an attempt to silence dissent to Australia’s complicity in Israel’s genocide of the Palestinian people in Gaza, and criminalises Palestine advocacy under the guise of tackling one form of racism, antisemitism.

The implementation of the recommendations from the plan threatens fundamental democratic freedoms, entrenches injustice and a hierarchy of racism, and suppresses already marginalised communities.

Crucially, as warned by a coalition of Australian Jewish organisations, supported by Christian, Muslim, Palestinian and other community organisations, in November 2025, the plan will not combat antisemitism effectively as it seeks to conflate genuinely harmful antisemitism with legitimate political criticisms of the actions of the Israeli regime. This conflation itself creates a serious risk of exacerbating antisemitism.

Rather than adopting these recommendations, I urge the government to commit itself to the evidence-based, holistic anti-racism approach promoted by the Australian Human Rights Commission’s National Anti-Racism Framework. This framework recognises and addresses the colonial underpinnings of systemic racism, as well as the full spectrum of realities, manifestations and impacts of racism in this country, including Anti-Palestinian Racism.

Furthermore, I am appalled by statements made by Segal and various political leaders that seek to imply that the horrific and traumatic antisemitic Bondi attack was somehow connected to the Palestine solidarity movement. This peaceful anti-war movement has mobilised hundreds of thousands of people across Australia consistently for two years, including thousands of advocates from the Jewish community.

This movement stands united in our shared humanity and regardless of what happens, we will continue to fight for a world that upholds human rights, justice and equality for all people.

I urge the government to instead reckon with the deep-rooted racism of this country that dispossesses First Nations communities, creates fear in Jewish communities, and vilifies Arab, Muslim, and Palestinian communities through racist rhetoric.

I demand that you:
- immediately halt implementation of this report 
- withdraw its most dangerous provisions, including the expanded visa cancellation powers
- engage in genuine, transparent consultation with all affected communities.
